For appointment to this grade a candidate must have:

(i)        served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Commissioner for Refugees Affairs, CSG 6 or in a comparable and relevant position in the wider Public Service;

Duties and Responsibilities

Duties and responsibilities at this level will include:-

(i)      formulating, implementing and reviewing refugee policies and programmes;

(ii)      coordinating  the  implementation  of  the  Department’s  strategic  plans  and

realization of its objectives;

(iii)      providing advice on the care and welfare of refugees and the rehabilitation of refugee hosting areas;

(iv)      issuance of refugee status determination, decisions and relevant protection related documentation;

(v)      overseeing the processing of applications for refugee status;

(vi)      providing facilities and services for the protection of refugees and asylum seekers; (vii)     promoting durable solutions for refugees granted asylum in Kenya;

(viii)      maintaining appropriate registration and documentation system for all refugees

in Kenya;

(ix)      ensuring that refugee economic and productive activities do not have a negative impact on the host communities, natural resources or the local environment;

(x)      recommending for prosecution of persons suspected of committing an offence under the Refugee Act 2006;

(xi)     approving applications for people wishing to visit refugee camps; and

(xii)     facilitating safe return of Kenyans living in other countries as refugees

MINISTRY OF LABOUR AND SOCIAL PROTECTION

STATE DEPARTMENT FOR LABOUR

Terms  of  Service:  Three  (3)  years  contract,  renewable  subject  to  satisfactory performance

For appointment to this grade, a candidate must have:-

(i)      a Bachelor of Medicine and a Bachelor of Surgery (M.B; Ch.B.) degree from a university recognized in Kenya;

(ii)     successfully completed one (1) year internship from a recognized institution; and

(iii)    been registered with the Kenya Medical Practitioners and Dentists Board.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities shall include:-

(i)      carrying out regular and systematic inspection of workplaces and employers’ records to ensure compliance with the provisions of the Occupational Safety and Health Act, Work Injury Benefits Act and all applicable subsidiary legislations;

(ii)     undertaking investigation of accidents, dangerous occurrences and occupational diseases and recommending remedial measures;

(iii)    instituting legal proceedings in cases of contraventions of the Occupational Safety and Health Act and Work Injury Benefits Act;

(iv)    monitoring,   evaluating   and   controlling   of   environmental   hazards   in   the workplaces;

(v)      processing of application for registration of work places and employers under Occupational Safety and Health Act and Work Injury Benefits Act respectively and processing of work injury benefits claims;

(vi)    carrying out medical examinations;

(vii)   documenting the presence and use of first aid services and occupational health in the workplace, manning occupational health clinics;

(viii)  carrying out counseling services on basic occupational health issues; (ix)    carrying out Research on Occupational Safety, Health and Hygiene;

(x)      developing  and  maintaining  Occupational  Safety  and  Health  information  for dissemination; and

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities shall include; (i)         compiling information on safety and health hazards;

(ii)        maintaining  statistics  on accidents,  dangerous occurrences and occupational

diseases;

(iii)       processing applications for registration of work places and employers under

Occupational Safety and Health Act and Work Injury Benefits Act respectively; (iv)       processing work injury benefits claims;

(v)        preparing workers for medical examination;

For appointment to this grade, a candidate must have:-

(i)   a Diploma in any of the following fields:- Applied Sciences (Chemistry, Analytical Chemistry, Industrial Chemistry, Biology), Food Science and Technology or Medical Laboratory Technology from a recognized institution;

(ii)  a registration Certificate issued by the Kenya Medical Laboratory Technicians and

Technilogists Board (KMLTTB); and

(iii) a  valid  practicing  license  from  Kenya  Medical  Laboratory  Technicians  and

Technilogists Board (KMLTTB).

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer.  Duties and responsibilities will include:-

(i)   decontaminating working benches;

(ii)  receiving and scrutinizing laboratory requisition forms and specimens for accuracy; (iii) preparing clients for collection of specimens;

(iv) receiving, collecting, labeling and registering specimens;

(v)  disaggregating specimens for processing and analysis; and

(vi) performing routine diagnostic tests.

RADIOGRAPHER III – FOUR (4) POSTS        –          V/NO. 181/2019

Basic Salary Scale:  Ksh. 24,580 – Ksh. 32,760 P.M.                (Grade CSG 12)

Terms of Service:    Three   (3)   years   contract,   renewable   subject   to   satisfactory performance

For appointment to this grade, a candidate must have:-

(i)   a Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and

(ii)  a Diploma  in any of the following: Diagnostic Radiography/Medical Imaging Sciences, ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent and relevant qualification  from a recognized institution.

Duties and Responsibilities

(i)     providing radiographic services to the patients;

(ii)    processing, verifying and maintaining information relating to patients; and

AUDIOLOGY TECHNOLOGIST III – SIX (6) POSTS     –    V/NO. 182/2019

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:- i.      conducting  behavioral,  electroacoustic  and  electrophysiological  measures  on

hearing and balance;

ii.      undertaking hearing aid selection, fitting and evaluation;

iii.      taking ear impressions;

iv.      conducting clinical vestibular assessment and interpreting results;

v.     educating clients on the use, care and maintenance of hearing aids and accessories;

vi.      carrying out vestibular rehabilitation for patients with hearing and imbalance disorders; and

vii.     collecting and compiling audio logical data.

LABOUR OFFICER II – FIFTY SIX (56) POSTS          –          V/NO. 183/2019

(iii)    advising employers, employees and related stakeholder on labour laws and labour relations; and

(iv)  collecting and analyzing data on labour matters.

STATE DEPARTMENT FOR SOCIAL PROTECTION

ASSISTANT SIGN LANGUAGE INTERPRETER – ONE (1) POST. V/NO. 191/2019

For appointment to this grade, a candidate must have:-

(i)     a  Diploma  in  the  following  disciplines;  Communications,  Sociology,  Deaf Studies, Linguistics, or equivalent qualification from a recognized institution; and

(ii)    a certification from a recognized interpreter certification body.

Duties and Responsibilities

This is an entry grade for this cadre. An officer in this grade will be required to work under the supervision and guidance of a more experienced officer. Duties and responsibilities shall include:-

(i)      performing a wide variety of Kenyan Sign Language (KSL) interpretation in a variety of settings which includes all departments, staff meetings, field trips, workshops, trainings, seminars, conferences, and events, and other organizational settings;

(ii)     obtaining  and  reviewing  the  material  containing  the  information  to  be

interpreted  and  conduct  research  on  technical   information  or  complex information to gain an understanding of what will be interpreted;

(iii)    promoting direct communication between the Deaf, Deaf blind, Hard of hearing and others;

(iv)    interpreting sign to voice in the manner in which the expression is presented;

(v)     maintaining  confidentiality  as  required  by  State  Department  and  the  Sign

Language Interpreter code of conduct;

(vi)    anticipating needs and assisting in arranging an accessible environment prior to special events;

(vii)   maintaining  sensitivity  and  respect  for  cultural  and  linguistic  differences

observed in the Deaf, Deaf-Blind and hard of hearing communities; and

(viii)  maintaining  confidentiality  in  all  interpretation  settings  and  safeguards

confidential files on sign language interpreter teams’ issues.

DIRECTOR, SOCIAL REHABILITATION- ONE (1) POST.V/NO. 192/2019

Basic Salary Scale:  KShs.132, 000 – KShs.195, 410 p.m.                                  (Grade CSG 5) Terms of Service:    Permanent and Pensionable or Local Agreement

For appointment to this grade, an officer must have:-

(i)    served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Director,  Social Rehabilitation, grade CSG 6 or in a comparable and relevant position in the wider public service;

(ii)   a Bachelors degree in any of the following disciplines:-  Sociology, Social Work, Social Psychology, Gerontology, Education, Anthropology, Community Development, Public Administration, Business Administration, Rehabilitation Studies, Counseling, Economics, Gender Studies or equivalent qualification from a university recognized in Kenya;

(iii)  a Masters degree in any of the following disciplines:- Social Work, Psychology, Gerontology, Education, Anthropology, Counseling, Demography/Population Studies, Economics, Gender Studies, Development Studies, Community Development, Project Planning, Policy Studies or equivalent qualification from a university recognized in Kenya;

(iv)  certificate in  Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution; and

(v)    demonstrated proven professional, managerial and administrative competence in social rehabilitation functions.

Duties and Responsibilities

An officer at this level will be responsible to the Secretary, Social Rehabilitation for effective administration and management of Social Rehabilitation Function. Duties and responsibilities at this level will entail:-

(i)    formulating and coordinating implementation and review of social rehabilitation policies, strategies, guidelines, procedures and programmes;

(ii)  collaborating and cooperating with communities nationally, regionally and internationally on street families rehabilitation;

(iii)  advocating and lobbying street family rehabilitation matters at national, regional and international fora;

(iv)  overseeing   development   of   capacity   building   programmes   for   partner institutions; monitoring implementation of the framework for quality assurance;

(v)   coordinating for psycho-social support programmes at rehabilitation centers;

(vi)  approving funding for street families partner institutions; mobilizing resources for street families rehabilitation programmes;

(vii)  coordinating rescue, rehabilitation and reintegration of street families;

(viii) coordinating the provision of vocational and life skills for the street families; and

(ix)   development, implementation and realization of the Department’s strategic plans

and objectives.

DEPUTY DIRECTOR, SOCIAL REHABILITATION -TWO (2) POSTS – V/NO.193 /2019

For appointment to this grade, an officer must have:

(i)    served for a minimum period of fifteen (15) years,  three (3) of which must have been in the grade of Assistant Director, Social Rehabilitation, CSG 7 or in a comparable and relevant position in the wider public service;

Duties and Responsibilities
